Is this showing that accounts with high follower counts scheduled the 8:00:00 pm tweets (which were published in the first few seconds of a minute)?

Yes. It is looking at the average followers count for every account that was active in that second. Apparently whatever kicks off at the top of the hour are larger accounts with a lot of followers.
