It seems really odd to me that the Debian default when using the package installer to install Postgresql is to install the cluster with data checksums turned off. What's the performance penalty on modern hardware? Less than 1%? Seems like a great trade off.

The best way is filing "severity: wishlist" bug to Debian BTS with "Tags: patch" and an actual patch. If you're not familiar with Debian BTS, install "reportbug" package and use it.
