I'm confused by this; 100k requests per app/endpoint seems to be above the current rate limits from the docs already?

Technically an app can make 900 requests to the user_timeline endpoint and 1500 for user auth. So one app (using the original app user) can make 2,400 per 15 minute window, or 230,400 total API calls to that endpoint per day.
It's a decrease but not a huge one?
Yeah this actually does seem like it's only targeting the biggest offenders. The precedent of it (justifying a restriction because of ambiguous allegations of API 'abuse') is a little unsettling but in a vacuum the change seems reasonable.
