Can you explain the use of ようと without する? It seems to show some kind of intention, but I can’t seem to find an explanation of its use

If people end the sentence with "~ouと..." then it's the same as "~ouとする" =) It just sounds like they didn't finish the sentence.https://youtu.be/rpaqcKE2hnc
