In my book; If you enjoy something and it doesn't physically harm other people in the process; Go ahead and enjoy. Some people will get offended, but those people aren't busy enough. Or thick-skinned enough.

Otaku culture can be rather isolating. So that tends to mean that some people go without the tender touch of another person for comfort, and this bring them comfort. I, for one, cannot fault them for that. It's odd, yeah. But I completely get it.
I think a lot of foreigners come to Japan wanting or knowing they’ll see something “strange”. There are so many things on the internet about “strange” Japan. The people in the photo were probably thinking “only in Japan”. They were curious most likely.
