I can’t read behind the paywall, but does it include a ban on law enforcement use? Or is the European civil/criminal data divide still in operation?
Police must conform to the Charter of Fundemental rights. They have their own Directive, parallel to the GDPR.

It means that security cameras in streets and such must not use facial recognition software to identify every single person that camera sees
