It's important that each accomplishment be shared. Yes, much more to be done but tangible progress better than Harper hopelessness.

why shouldn't progress be celebrated , I'm sure the communities whose lives have changed for the better are. Of course there's more to be done .Progress is always incremental as we don't own magic wands to wipe away years of neglect in one wave. I wish that were possible .
