I thought Spielberg mentioned that they passed on E.T. because he was notorious for going over budget and taking too long to shoot his films? Either way, you're right, and it seems it's always a struggle in the industry, regardless. Still love it though, for all it's worth.
Spielberg claims he was unhireable after 1941 except to Lucas, which is one of the reasons he's so loyal to him.
Also of note, Raiders of the Lost Ark came in ahead of schedule and under budget
