You ever get this resolved? I'm having the exact same problem.
This didn't work for me. It seems the issue might at least partially be account-based; tried using someone else's YT account on their phone (same phone model as mine) with the same Android and YT app versions against the same two Chromecasts on my WiFi and skipping ads worked.
