I didn’t see the clip. But the best a CDC director could do—assuming so inclined—was try to convince HHS/White House to actually make that happen piecemeal. But to do it for _everyone_ would probably require Congress to fund the whole effort (a la the H1N1 vaccine in 2009-10).
