Most of the people nominally locked up for drug offenses came to the attention of police by committing some crime, and proving that they were on drugs and carrying drugs was easier than proving whatever crime brought to them to attention of police.
That there is a problem is obvious. The prominent references to drugs suggests the theory that the drug war is causing this problem. The example of Singapore suggests that the drug war is not causing this problem.
