      I don't understand the question. We have a horrific and escalating wave of bad people doing bad things, so we have lock them up or kill them. So what needs to be justified>

      Most of the people nominally locked up for drug offenses came to the attention of police by committing some crime, and proving that they were on drugs and carrying drugs was easier than proving whatever crime brought to them to attention of police.

      Well, perhaps the Philippines has problems, but Singapore is doing fine. Nice place, safe, clean, civilized. Great medical system. What is not to like? Except I expect that criminals do not much like it.

      OK. Singapore is tough on drugs, tough on crime, tough on graffiti, tough on chewing gum, and has near zero crime problem. Also has a justice system in which the obstacles to locking up bad people have all been conveniently removed.

          Obviously the US legal system is failing. Obviously Philippine legal system was failing. I would say the cause of the problem was the Warren court making it hard to convict people of the kind of crimes that black people typically commit. Others say it is the war on drugs.

          That there is a problem is obvious. The prominent references to drugs suggests the theory that the drug war is causing this problem. The example of Singapore suggests that the drug war is not causing this problem.
