NEW: President Trump has failed to deport “millions,” as promised. Local cops have all but made that impossible by refusing to cooperate with him. Instead he’s resorted to show-of-force ICE raids immigration activists say are tactics used to terrorize.pic.twitter.com/TtJx8DWRfn

An ICE spokesman told me Trump's inability to deport more people than Obama is due in part to local law enforcement refusing to work with ICE, like here in L.A. "The majority of [deportations] come from cooperation with state and local law enforcement partners," he said.

This is the place inside L.A. County Jail where ICE used to take into custody inmates who had finished serving their time -- including those whose charges were dismissed or committed minor offenses. @LACoSheriff kicked them out.pic.twitter.com/XmdXCR4XrC

You can see clearly here that Trump won't even come close to Obama when it comes to first term deportation numbers.pic.twitter.com/t4bzZvJq6f

To understand why, look at this data from @TRACReports and @ackocher, which clearly shows -- despite Trump trying to get law enforcement to cooperate with handing over undocumented people -- those requests are way down from the Obama years.pic.twitter.com/TlLgophzBz

Our tour of the jail is new, as are the latest numbers from ICE and @TRACReports, but this issue has been one that local law enforcement, activists and elected officials have battled over for years, as @itscaitlinhd wrote about in 2017.https://www.nytimes.com/2017/09/13/us/sheriffs-immigration-enforcement-jails.html …

As @MigrationPolicy makes clear, "deportation" is an informal term. "Removals" is the key stat, defined as "compulsory movement of a noncitizen out of the U.S. based on a formal order of removal," a far more consequential deterrence policy than "returns."https://www.migrationpolicy.org/article/obama-record-deportations-deporter-chief-or-not …

More on detainers in the Trump era here, from @crimmigration. This is the same @TRACReports data we cite in our report.https://twitter.com/crimmigration/status/1318586756116090882?s=20 …

A new analysis of ICE’s use of immigration detainers found the the agency issues about 9,000 detainers every week, well below the Trump era high of about 16,000 in 2018 & the agency’s overall high of about 27,000 in 2012, via @TRACReports https://trac.syr.edu/immigration/reports/627/ … pic.twitter.com/gOys3yeEMt

Take a look at @MichaelGKagan's work on this as well, specifically about how this is playing out in Las Vegas.https://twitter.com/MichaelGKagan/status/1318592016394055681 …

          Michael Kagan @MichaelGKagan
In Oct 2019, the Las Vegas Sheriff, threatened with litigation and pressured by the community, agreed to limit his jail's cooperation with ICE. We now have some data hinting that this likely slowed deportations and kept families together in Las Vegas. (THREAD) 1/

would have had more cooperation if he just extended existing policy of deporting people when they get booked for felonies.. rather than pointing guns at old ladies and children
