Getting a license is much more difficult and expensive than it was 30 years ago. I had to come up with $700 as a 16 year old kid to afford the training and tests. Not to mention the permit test includes trick questions, and questions that class D drivers don't need to know.
The permit tests are insane. I let mine lapse when I was in college and just squeaked by the second time I took it.
