There's a perverse incentive for a health system to maintain a homeopathic clinic to absorb hypochondriacs and whiners, which I suspect is why an otherwise modern country like Germany sponsors alternative medicine.

Nah afaik Germany just really is into all that herbal shit, to the point many doctors will recommend supplements first before prescribing anything
Their pharmacies pull that shit too if you just walk in off the street not knowing what they have in stock or the local trade names. It's infuriating when you actually have some symptom and know generally what kind of drugs should be available.
