is there a reason executive branches have pardon power, it seems extremely weird

I can see that as a practical reason but not an explicatory one. like, pardoning could be a form of civil resistance (insofar as that makes sense for an agent of government), but not an annulment/voiding of the sentence

I guess pardoning would be more like jury nullification and less like a judge overriding a jury on this view
