There are a number of things that could be done here, but the free and widely available vaccine reduces the threat of SARS-2 below the level of seasonal influenza. Apparently any kind of incentive or mandate will increase hesitancy. Who would these measures be helping?
This is such an insane balancing act because black and hispanic people have been far more reluctant to get vaccines.
