the driver was doing what they were supposed to do - waiting until an exit to pull over when there's no full shoulder. instead the oinker decided it had the right to play
One thing to do would be to teach cops to force cars over safely. The one behind the wheel here may not have understood the physics behind pushing the back wheels out from behind the center of mass. Literally a training issue, in that case.

Yes the problem here isn’t solely about the technique. This cop has a problem with authority (clearly thought this lady should have stopped in a dangerous place because he didn’t want to wait). Some people just can’t be cops and he is one of them.
