not over real foreign policy and it's not close. She won't be in the big meetings. This is a woman who expected to be run the NSC or State Dept
It's a demotion from a hypothetical SecState position, but USAID runs probably a third or so of global civil society. The UN is a bunch of guys with good parking spots in NYC.

you're being much too literal minded. USAID head isn't involved in policy processes the UN Ambassador usually is. Nominal budgets are irrelevant. By your metric the Secretary of Agriculture is more powerful than the Attorney General "and it's not close"
