Unless you're living in a very specific five-or-so-year span with an activist court like the Warren court assisting an already activist legislature, you really don't see the judiciary trying to upend the status quo. They're legitimators 99/100 times

depends on our definition of 'status quo' within the last decade they've acted several times to enact policies that could not have been passed through the legislature

All that's been put through congress in my lifetime is defense spending and the Iraq authorization. Even obamacare almost entirely boils down to the pre-existing condition ban. It's not exactly a high bar to say the other two branches have legislated more
