Got any evidence to back that up? Who collected the ballots, who did they collect them from, etc.?
I'm still not really convinced it's normal for the number of ballots outstanding to be a floating point with massive variance for a week, and not confident in the chain of custody for ballots in the context of the results doing a backflip in a handful of cities.

This is the lawsuit I found where they were trying to make this sort of thing legal:https://www.scotusblog.com/election-litigation/the-new-georgia-project-v-raffensperger/ …

"They" appears to be some voter registration NGO, not the DNC, and it went nowhere. If there was ballot harvesting it should be possible to provide evidence beyond "well The New Georgia Project wanted to".

So, either everything is normal, or the election is illegitimate? Not counting votes quickly and at a consistent pace is enough in itself to suggest fraud, regardless of a lack of confirming evidence?
