There has long been talk of offering sex offenders conditional release if they agreed to take antiandrogens, California even requires it for some parolees. Transitioning in response to allegations is not all that different.
"Voluntary" chemical castration may come into conflict with the prohibition on cruel and unusual punishment, but the constitution only protects you from the government
