Don't get me wrong, you might get a compensatory judgment against the US. But I doubt you're going to get much leeway on kicking people out into a virus shitstorm of the magnitude CDC appears to be forecasting.

I'm pretty sure they "can't" but it will probably go through because who's really going to go to bat for this? More likely you see a mass bailout of petty landlords get pushed through congress to keep the peace.
