I keep calling them the "NGO class", but that's not quite right.... What should we call this bloated class of people whose bread and butter is to create problems and sell us their solutions?

I think this term loses traction on the highly technocratic and instrumentalized structures that make these functionaries more integral to the exploitative processes. “Humanitarian” or “service provider class” gets at that without retreating into an “estates” model.
