Interested in instituting a voluntary state-run registry of vegans that will do random tests to verify that a given crusty isn't breaking edge. Can we do this via blockchain?

I want to stress that this would be entirely voluntary and your favorite vegan YouTubers would only have to submit to testing if they wanted everyone to be totally sure they were vegan
