I don't even know what that means. "Scale"? Even in the most podunk of podunk municipalities you are dealing with things - like the weather - that aren't limited to one county. You think this is somehow a meaningful thing to point out?

The point of the episode was that constituency-building is always a local (and profoundly anti-universalist) affair. If you think this is somehow controversial or weird or stupid, that's because your interest in politics is purely theoretical. Fantasy football for leftists.
