The textbook market is currently largely controlled by large states, like California and Texas, via their economies of scale demand level dictating cheapness of books other states use. A Federal system would, in fact, be more fair
It's heavy handed, but if history textbooks are going to be a realm of political contestation, doesn't it make sense to regulate federally? We're giving that power to someone.
