The police don't need to be directly involved to have a hand in the violence. Just by being the arm of the system that creates the violence they are involved, and are responsible for twisting the narrative that the false concept of "criminals" create the violence.
Call me old-fashioned, I'm more immediately concerned about who pulled the trigger and why.
As with most cases of violence of this sort, systemic oppression and dysfunction are the root cause of this violence. Those that understand that our punitive system is non functional in creating peace don't ask these questions
