Public perception has nothing to do with this specific instance. Public perception has always been tooled by government, police, and media. The creation of CHOP was not a victory, it was born of police violence and unaccountability.

As a member of the public my perception of the riots is strongly influenced by the decision of the rioters to create a new police force that turned out to be more violent and less accountable than the prior one.

I have access to the same public record as any other random American. I don't think "the cops called me a fag and gave me a wedgie" is a good excuse not to pursue a homicide case with multiple witnesses. You think the killers are still protesting? If not... Why not?
