He wasn't unarmed? Should be easy enough to produce the gun and the spent casings from all the shooting he and his friend were supposed to have been doing. Last I heard it was taken to the armory. Surely chain of custody has been preserved?

Public perception has nothing to do with this specific instance. Public perception has always been tooled by government, police, and media. The creation of CHOP was not a victory, it was born of police violence and unaccountability.

As a member of the public my perception of the riots is strongly influenced by the decision of the rioters to create a new police force that turned out to be more violent and less accountable than the prior one.
