I don't know of any particular incidents involving 'average protesters' that would allow me to form a coherent narrative of exactly what rights are being violated here.

I've seen them disperse crowds with tear gas, yes. Tear gas isn't particularly dangerous unless you aim the canister at a person, which I have not seen federal forces reported to do.

Well, they shouldn't do that as it will leave the taxpayer civilly liable for their horseplay. However to the extent that the aim of the protest in Portland is to render the federal courthouse inoperable it is an insurrection and the average protester is subject to use of force.

It is insurrection that's the point of protesting
