Yes but for a different reason. M4A saves the most money on average for people in the 50-100k income range, but raises labor bargaining power by taking health care out of the equation in contract negotiations.

Much of labor doesn’t see it that way, however. Granted, that’s incumbent labor. In theory that would work for new labor formations. But this is exactly what the m4a critics say the problem is: the interests against real transformation are too powerful to get from here to there.
