I hadn't thought about your angle. I assumed they're using it as an excuse to isolate & alienate people (make them better consumers). And destroy Main St businesses to the benefit of Amazon, etc. As for the lateness, I assumed incompetence. But your theory is food for thought.
"On purpose" is a strong phrase for what I mean, it's more that they're indifferent to it as an outcome of their strategy, which is to adjust expectations at every level so nobody expects anyone to save them from plague.
Honestly I hope you're right, because my fear is worse, namely that they're flexing on us and would use this as pretext to keep us socially distanced indefinitely.
