When you read through the outcomes that No Child Left Behind mandated -- 100 percent proficiency within a few years -- and the institutional penalties it inflicted for nonperformance, it seems totally delusional and like it did more to delegitimize testing than anything else

I remember it being discussed as a fairly blatant attempt to drive as many kids as possible into private and charter schools.
