The first question seems to be a silly question to ask of anyone who lives in Texas, regardless of their race or background.
So by the same token the plan was to call him out to his parking lot unexpectedly in the middle of the night in order to assassinate him, and this plan basically worked except they weren't anticipating he might suspect their motives.
