There are ways of doing wrong to people that are not tantamount to rape, and you can be sure someone who is obsessed with mitigating the perception of propensity to the most outrageous evils is not interested in the end of evil but the image of good.
Additionally, when enforced as a group standard this behavior does, in aggregate, lead to individuals getting away with just the sort of truly heinous acts that it is ostensibly intended to avoid.
