I don't know exactly when this tendency came about but you see it in debates about the death penalty, for example. The rest of the world doesn't have it, as long as you don't count the governments of about half the world's population.
It's partly a product of the DNC branding themselves as the party of aspiring Europeans while treating Europe as "the rest of the world."
