      No. they have unfree elections, assassinate journalists and have diminished political rights for groups and individuals- none of which obtains in Poland or Hungary.

      There seems to be a lot of weight put on his pandemic measures. It seems like executives have a pretty good claim to expanded powers during a plague, though; see also Trump invoking the DPA.
