The basis of the claim is probably the following: HW ran 8chan as a reddit-like expansible forum system but allowed pedophiles to post there provided they *didn't* break the law. Twitter does the same thing. As is the nature of messageboards, some people broke the rules.
Hotwheels is, to my knowledge, not a pedophile and did not run a CP ring. Given that I'm fairly sure I know what she's talking about with those two accusations I'm not inclined to lend much credence to the third beyond that it may be true in a very literal strict sense.
