The exact consultant that wrote the Biden ad will be drafting a memo agreeing with OP quote if and when he makes it into the White House. That won't work during a campaign because the DNC's actual position on China - that any criticism of it is racist - is useless in an election.

The object of discipline here isn't the Biden campaign, which everyone knows is acting on its own immediate interests in light of the election. It's aimed at the electorate itself, much like the extensive propaganda conflating Israel and Jewish people.
