It's not that it fizzled, the theory is it was growing undetected. Which would better explain why they were hit so hard so quickly compared to the rest of the world. As far as testing, they don't determine cause of every illness unless there is good reason.
They weren't hit quickly compared to Wuhan, SK or Iran. The latter two went exponential around the same time.

It's possible it was not COVID 19, or that it started in Wuhan earlier and spread. But if it was COVID 19 and Wuhan patient zero was mid November, then it couldn't have spread there from Wuhan if people are presenting symptoms at the same time patient 0 gets infected.
