Massive test shortage compounded with scant ICU beds? Their tests per million are a little over half the US average and well below most of our hotspots. Looks like about 1/4 of the tests come back positive, far more than in the US.

The US, sadly, is in the middle of the pack on this one. Nowhere near as bad as Brazil or Sweden, probably better than the UK.
