So Meowth can understand language, speak, has more or less the same cognitive capabilities as a normal adult human, but they still keep him in the pokeball and have him fight the other monsters? Someone knowledgeable in the lore help me out here

All of the pokemon are sentient, as far as I know. They can speak intelligibly to each other, but only Meowth has managed to master human language.
And yeah like the other guy said I don't think rocket actually kept their meowth in a ball.
