      Why not? What do you think brought this disease into contact with humans? Just because it isn't a realistic geopolitical possibility doesn't make it obviously wrong.

      Well one of them is a deliberate act of rapacity while another is a claim of mishandling of natural disaster but that's probably not the difference you have in mind

      Who said it was a starting point? Germany paid reparations to Israel, which presumably ended up in the hands of the families affected by the Holocaust. The US could compensate Iraqi families. We just go for the things that, you know, people currently living experienced.
