Democrats clearly should've taken coronavirus "more seriously" in January-February but I'm not aware of any prominent Democrat who was dismissing concerns around the virus as a hysterical hoax during that timeframe

The WHO said no such thing. They declared it a public health emergency of international concern. WHO has its own issues but it did not fail to relay the seriousness of the threat nor was the administration truly caught off guard.
