I don't think inability to travel ban China early on would have affected anything. The most plausible explanation is that Trump didn't want the numbers to go up and possibly tasked the CDC with keeping them down, which they did by delaying testing.

An actual travel ban instead of the ban* Trump issued (*with so many dozens of exceptions it had no effect beyond Showing Them We Did Something) coulda helped if paired with other screening measures (and an expectation of asymptomatic transmission) but it wasn't at all so eh

I remember some folks opining that it was briefly a shame that Trump is an ineffective narcissist idiot instead of the Scary Authoritarian the Dems pretend he is, because a rights-trampling national emergency crackdown in February might've saved a lot of lives.
