      You people need to read the rules for bound delegates. Some of these rules are actually backed by the force of state law (constitutionality is dubious, but still). There is no mechanism to simply "swap" Andrew Cuomo for Joe Biden on the first ballot at the Democratic convention

      Not clear what happens if he taps out, though. Wouldn't he have to endorse someone who was already in the race? Harris or Bloomberg, say?

      I thought the filing deadline would be before the primaries but I guess it's state by state so maybe not.

          If that were the case, Bloomberg wouldn't have been in the race. So I am going to assume Cuomo can still file unless someone proves otherwise.
