I don't think you actually *need* to shut down intercity travel but it would really fucking help for the heartland to be able to blacklist the coasts right now

330m total population × 85% infected × 20% need hospitalization but can't get it because they are full and the staff are sick + x% regular illness & injury that is fatal because they are full + y% suicide, cholera, violent theft = a lot more than 2-5M
