What I worry about is that they may not be able to lift the quarantine for a long long time because it might just cause the case numbers to rise again.

This is the official expert opinion right now but it's not actually necessary. The major roadblock has always been Trump and his abhorrence of absolute rises in unfavorable numbers. If he can stomach broad based testing we won't need quarantine beyond one to two months.

We don't need that much but it's also totally plausible to do that many tests. Serology can double up on infection tests and tell us who's fit to work, convalescent plasma can shorten the downtime and improve outcomes for infected. The first wave is all we're locked into.

There's a SCOTUS case that approves basically any state action in the interests of disease control and the admin can count on as many similar future rulings as they need. It's all about political will and whether you think citizens will really shoot at the national guard
