Covid is a disease that afflicts a city. It happens the same way everywhere, on a macro scale: cases double within a short time, leading to a slow trickle of cases over weeks that turn into an uncontrollable deluge due to exponential growth.
The only way to stop it is to keep people inside and away from each other. Once you start doing this, the spread slows - but it takes up to ten days or more from being infected to ending up in the hospital. So a huge number will pile up all at once, a wall of bodies.

is it true even just a suspected patient take up around 6 hours per staff?

That I don't know, it doesn't sound right to me. Suspected you should be able to just test and leave on their own as long as they're not already in terrible shape.
